Idle issues/ Fuel Consumption

Hello, I recently replaced my clutch and all the associated parts that go along with it on my 87 900 Turbo. It appears that everything was replaced properly and I have no vacuum leaks etc. Since then I have been having problems with the Idle and fuel consumption. When driving down the road, it seems that things are fine. It is during deceleration, and I let off the accelerator, the idle drops to near zero and then bounces back up and then occasionally continues to bounce. Sometimes it dies altogether, not able to bouce back after letting off the gas. I have been getting alot of black soot on my bumper near the tailpipe also. My odometer does not work, but my educated guess is that my fuel mileage has gone from High 20s/ low 30s to mid to upper teens. My first thought has been my O2 sensor has gone bad... OH... and a few weeks ago, the car would really run crappy and die when the tank was below 1/4. I recd a few posts that lead me to believe this was due to a toast 2ndary fuel pump that has since been replaced and I have not had the same dying/ running crappy problem. I am stumped... and just replacing the O2 sensor to see if that is what it is is not a cheap prospect... Any ideas related to these symptoms??
Thanks, Brian
