AIC (idle control valve)- normal. I have to service the same part on my '92 S just as often, if not moreso.
Power locks can be fixed by a replacement "actuator" (actually just a giant 1 versus 2 switch) in the driver's door. The one in my '88 will sometimes give out when cold; me not caring helps, but one of these days I'll go junkyarding and get another one and put it in.
Half a quart to me is a bit much, and quite possibly why he's selling it; my '92 (125k) used something like five tablespoons at 6,000 miles on the change so I'd say that is elevated. Is it leaking or is it burning? That is the question.
Footnote: my '88 (198k, here we go!) uses around a quarter of a quart between changes, around 6000 miles again on that. I couldn't be happier.
