Either way, it's not too hard. Takes a lot of time. Chances are it what vsfoe siad. It's the control valve. I just changed mine out. I ended up pulling the whole lower dash out. I removed the center "cubby" hole and ashtray. From they’re the lower bolster or lower dash will need to come out. I just couldn't get to the 4 Allen screws to get the valve out. anyway, the lower dash has to bolts/nuts. 1 is in the center behind that ashtray. The other 2 you have to get from the eng bay. Open the hood and look down the "door frame" Just under the "L" shaped hood latch you'll see a 10mil bolt. Remove those, one on each side and pull down on the lower dash. Mine was a very tight fit. But like the upper dash the bolt just hold it in place. There's some groves or metal taps that hold the dash from falling down. Oh, don't forget the steering column piece too. From there, you might need to remove some of the plastic ducting and what not to make room for the heater core and valve to come out. Cat express enough to be careful of the heater core. Don't break or bend the fins.
