California Smog woes

Well I spent about an hour reading thru the posts about california smog and what saab owners are doing to pass the new testing...

My car failed with High NO at 25mph Initally at 730max measured 2845 NO(PPM) with a CO% of .02

so I take it home and measured the 02 sensor output while attached and the reading were very low like .175vdc and static... I turned the mixture adjust on the AMM in until I got about .88vdc to .156 cycling and took it back... The NO decreased about 700ppm but still failed at 2112 with the CO%now at .01... It appears the car is running very lean... Any Ideas on how to get it to richen up.. The O2 sensor maybe weak or fouled.. however it passes the 15MPH test without to much issue max at 791NO(PPM) measured 734 and CO%.3

The car is running hot and well above the mid range of the temp guage... I may well change the thermostat and get the radiator cleaned... I will also decarb the engine with carb cleaner and techron... I can get a new cat installed for about $125 but I'm not at all sure this is the issue.. When I do richen the mixture buy disconecting the O2 sensor get plenty of water vapor out of the tail pipe which means the cat is doing its job...

If anyone can suggest what else maybe causing the High NO issue please do post it and TIA...
