I think you're missing my point.
The volt meter measures voltage wherever it's hooked up to including the wire to the tap point and the wire to ground.
IF you remove the volt meter from the car and physically take it to the battery and check the battery voltage with short (#14wires) AND the battery voltage is still low (relative to a good DVOM reading at the battery) then the voltmeter is the problem. However, if the voltmeter now reads close to the DVOM reading, the issue is voltage drop from the battery to wherever the voltmeter hooks up.
Generally the voltmeters don't fail or read bad, the issue is the voltage drop from the battery to the meter or wire loading caused by headlights, etc. The only way to get the voltmeter to read battery voltage is to (duh) hook it up to the battery with a separate wire....unfortunately this has the effect of running the voltmeter constantly but with the infinitesimal current draw it shouldn't be a problem. Second best is to find a fat, generally red, wire that is hot only with the ignition turned on and tap the volt meter there.
