The tubes do supply oil to the lifters. Valve noise stopped on our 85 when we fixed the tubes. If the lifters are stuck, you might try a pint of auto trans fluid in the crankcase to dissolve the gunk freezing the lifters. Works the same as Marvel Mystery oil or Lucas oil treatment, which are more $$.

Also, when you have the valve cover off, check the pad in the valve cover that sits above the timing chain. If it is hard, when the chain hits it you will get a noise just like stuck lifters.

Actually you can check the pad out before you pull the valve cover by using a long screwdriver as a stethoscope. With the handle held to your ear, run the tip along the length of the valve cover and you can locate the loud spots. If the noise is concentrated back near the firewall, chances are the timing chain pad is hard as a rock.
