Glen, The washer pump gets 12 volts at all times but is grounded when you pull the stalk. The typical reason these fail to work is that the contacts in the switch get burnt or bent so that they don't make contact. Remove the switch from the mounting bracket on the steering column and you'll see a little rectangular port on the top. The contacts are easily visible through this port. Just clean them up and bend them a little if necessary. A common cause of intermittant central locking is bad wiring at the A pillar of the drivers door. The drivers door lock assembly includes the switch that activates the central locking control module. There is a two pole connector down in the pocket to the rear of the fuse box when you put the hood up. That's the connector for the locking switch. Unplug it, apply 12 volts to one pin and ground the other pin. The locks should function. If nothing happens than swap pins. The door must be closed to do this test, so roll down the window first.
