Cold start problems, bad gas mileage...

Hello everyone...I've been having trouble lately with my 87 non-turbo..It takes about 20 min. to warm up enough to be drivable( it has to be at least 1/3 in the green on my temp. gauge) it revs high for a couple of secs then almost stalls unless I keep giving it gas..It cycles like this for about 20 min. If I try to drive it too early (before shes ready) then I can have the pedal floored in second but will stay at a steady 25 mph..Im sure people behind me are wondering why the hell Im going so slow so I usually just act like im looking in the glove box for something or messing with the radio until she finally speeds up, meanwhile something is making a horrible screeching noise, probably a belt, but that only last for about 10 secs and usually just when its cold out..Im in Virginia Beach and it hasnt been that cold here so I don't think it should take that long to warm up..I'm only getting 16 mpg (shes a thirsty lil thing) Was rebuilt 86k mi. ago and had 85k mi at the time..I just replaced the air filter, air filter housing, nipple valve and pcv hoses, dont believe their is any vac leaks, cleaned the AIC and throttle with carb cleaner..The only other problem that I know of is a brake fluid leak somewhere and a severely worn cv joint which Im going to attempt to fix on Mon...Any help is appreciated, thanks....
