The hooter valve (turbo bypass valve) is the black plastic cylinder (about 2 inches in diameter, about the same 2" long) with two fatter hoses, and one thin hose going to the intake manifold.
One way to tell if the valve is bad is to pull the thin hose off the intake manifold (engine off) and suck on it. If it hold vaccum (hard to pull air), then the diaphram is OK. If you can easily pull air through the hose, then the diaphram is most likely ruptured, and the valve needs replacement.
With a bad bypass valve, there are a few possibilities - if you're under boost, and you let your foot off the gas suddenly, the engine will stumble and may even die.
