The stalk itself cannot be unscrewed, it is an integral unit. The turn signal stalk bracket is held on to the column with two screws. The plastic cover on the bottom is held on with one of those large-head plastic fasteners, just turn it and it will come out. You can get at the lower screw holding the stalk when the bottom plastic bit is taken off; I could not get to the upper till I took off the knee bolster, which also made it easier to get to the wiring harness connector. I replaced mine with a good used one a few weeks back, but others have mentioned ways to repair them, if the problem is that it is not holding its position while signaling a turn.
