Safe to rotate cam shafts with head on block???

Well, I think we're narrowing it down thanks to the saabnet boards . . . thanks to all who have chimed in on my other dozen posts.
Head is back on, timing is off. On the TDC "zero" mark, the notch in the camshaft that is supposed to line up with the corresponding notch in the head is off by a full 180 degrees . . . it's on the exact BOTTOM of the shaft when it should be lining up with the notch in the head. Don't ask how we managed to miss the timing so much.
But now, with the engine on TDC for real and the timing chain off the cams, is it safe to rotate the cams 180 into proper position with the head still on? Please tell me we don't have to remove the head again to safely turn the cams a half of a rotation. Is there enough clearance between the valves and the pistons to rotate the cams?
