Electrical glitch

Does this symptom sound familiar to anyone?
1. "whirring" noise kind of like a peice of paper stuck in the fan. It gets faster when the engine rev's faster. Sporadic,It starts and stops seemingly independent of anything.
2. While the "whirring" sound is occurring, the power will suddenly drop when another load is added. For example when I apply the brakes (lights), the radio will cut out momentarily and the headlights will dim.
3. Sometime the sound is only momentary and will stop afer a short time, other times it will continue all the way home. But then after turning off the car then restarting it, the sound does not necessarily continue.
I have not yet done any voltage testing. But the battery does seem to be charging (no signs of sluggish starting. I did notice a tiny bit of fraying one of the alternator belts
Any ideas? Alternator? Regulator brushes?
