Saab-n-it, take a good look at the throttle pressure cable which goes from the transaxle to the throttle body/throttle plate control cam. There is also the throttle cable from the accelerator pedal, don't confuse the two. When the throttle is pulled open (by your foot) that cable moves the downshift valve in the valve body of the transaxle which results in a "forced downshift" from 3 to 2 or 2 to 1. If the cable isn't adjusted correctly or is non-functional then you'll get no forced downshift. Good luck.
