Note that pulling harder on the release lever after it has reached its stop DOES NOT make hood open when it's reluctant. Full release of the latch should have happened well BEFORE you get the cable pulled all the way.
So a good tip is to thoroughly clean rust and old lube off the latch pin and latch mechanism, and relube latch with oil and a little good grease where it's needed, on the cone tip and on the two wire rods that open and close behind it. I unbolted mine and took them to a bench grinder with wire wheel on it. Hood pops up like new now.
You may also need to re-center the latch mechanism directly beneath the pin. (With grill out latch unbolts from the radiator support member.)
A tip, installing a new cable: LEAVE the rubber grommet from the old one right in place where it comes through the bodywork near the release lever. It's probably fine, and poking the cable end through IT is a lot easier than coaxing the new grommet into place, with sheet metal lip perfectly in groove in grommet.
New grommet stays right on cable, as a backup if ever needed.
