What makes the foam disintegrate isn't the fiberglass shell leaching, it's time, temperature, and humidity. The fuzzy cloth door panel inserts do the same thing, and they are originally glued to masonite.
What I have done when I was dealing with a somewhat decrepit fiberglass shell is smear on a coating of "fiberglass" resin, like you can get from boat supply and some auto body supply houses, to stabilize the weak areas. It provided such a stable and surface that I would do it to any fiberglass headliner backing.
