Crank pulley is what they used to call it, until someone thought to mount the thing in rubber, or that is isolate the outer pulley part from the inner hub, with a sandwiched layer of rubber. That helps cancel out motor vibrations, or "harmonics". This goes way back to Detroit iron, probably in the 1950s. There was one on the 1966 Chevelle 6 I once owned.
That had been drilled I believe to balance it; my similar vintage fork truck's flat 4 Continental motor has a solid iron pulley, drilled on the back side to balance it.
What it does is, finishes off that end of the crank plus provides engine power to the belts that run the water pump, alternator, power steering, and air conditioning. Also on some models carries a flag read by a block-mounted sensor that is the timing trigger for the engine.
Also, if it's bad, it squeals nicely mornings till the rubber swells and grabs. Then later, it spins all the time and your auxiliary attachments stop working. Then sometimes it comes apart and tears up belts etc.
I made mine permanently slip-proof by driling down into the outer cast iron V-groove at 3 spots and installing a 3/16" I think it was tension pin in each hole, plus a drop of epoxy to cap it off and make sure the pin never walks out into the belt.
