if you get the relay click immediately, as in the top is all the way open, try progressively opening half way and see if it will go full up, then 3/4 open and then full up... (up being position where you don't get wet!)
starting from completely open draws the most amps to get it going. if it passes at least one of the tests above I'd say that you have too much resistance and the motor can't get enough to start at the max draw position. what fuse do you have in the fuse holder on the fenderwell? is it the correct value? mine kept blowing until i figured out what was going on. if the fuse is too high you could be masking the real issue.
I know you said you swapped relay cans from a working car into yours, did you put yours in the other car? does that car have a proper fuse on the fenderwell for the top?
I had to clean the internal contacts on the relay cans to make mine 1) stop blowing fuses and 2) work. works like a charm. 18 months ago and not a problem.
also, are you doing the top with the engine running?
