If the lines are hot...then there is flow to the heat controller diverter valve but in bypass. The heat controller diverter valve is a manual 3-way device which would be hard to break....most problems have been leakage via the valve stem o-ring. You could make sure that the panel control knob is actually turning the stem of the diverter valve by removing the drivers side speaker and looking down just to the right. The linkage from the control knob to the heat diverter valve is a u-jointed rod and make have slipped off the diverter valve shaft somehow. If you see that it is turning then consider changing the heat diverter valve.
