My '88 closed the recirc flap with the button down (any position), in the hurricane position (by design), and in the off position (by design.)
Troubleshooting:
If the bright green light on the switch doesn't light up when it is depressed, the fuse has blown. Change the fuse.
If the door tries to close then opens back up again, that's the damper servo with a vacuum leak. Pull the recirc vacuum hose from beneath the evaporator housing off, twist the flap closed with your hand, and then connect your vac pump and apply vacuum to the line. Release your hand, and if that flap doesn't stay shut, it's time for you to get another servo from a junkyard somewhere like I had to for my '92 (from an '87, how appropriate).
If the "Tom" servo passes the vacuum test, one of the lines connecting to the recirculation solenoid is probably cracked. One of mine had pulled off in my '88, and another had a brittle crack at the union with the fitting. Why do you think they moved that solenoid indoors after 1987?
