Saab 900 Turbos run at 100% duty cycle at around max torque. This is by design and can be seen easily by back-pinning an injector with a multimeter with DC feature and watching it while driving around.
A 3 bar fuel regulator is only a good idea if you are running more than stock boost. Saab themselves used the same approach on their later SPG models and other models with 175 or 185 hp: they had a 2.8 bar regulator instead of 2.5.
As long as the ECU is running in closed loop, that is, pulsewidth trimmed by oxy sensr feedback, you will NOT see a decrease in gas mileage. If you step on it and go into WOT then you are getting more than stock fuel and therefore mileage will go down a bit, in theory. But WOT is usually just a fleeting thing.
