Follow up on 84 crank pulley & woodruff key

Today I lookk more thorougly at my "exploded" crank pulley. Why did the previous owner/mechanic put three screws around the perimeter?
The pulley has got part no. 9107665 which means it is used on 1985 and on. But it has different offset than my spare on from 1987! What is more, the pulley looks brand new - soft, black rubber with metal parts still in black paint...
Obviously he could not get (or pay) an 84 pulley so he somehow removed the middle part and offset it as it should be on the 84!!!
Fore the time being, I just welded the round "crankshaft hole" part to the inner pulley circle. It wobbles for about 1/20", but it should do until I get a new part. Neither the crank nor the key were damaged so far.
