As in it won't turn at all? I know it sounds silly, but are you sure its the right key? Try flipping it around, especially if its a copy. Also what Chaz says is true. Some say pour boiling water to free things up, then use a graphite based lubricant to keep things moving freely. After removing and replaceing a couple of these, the really important place to keep lubed is under the cylinder, which is hard to get anything to, unless its spilled coffee or coke. You didnt mentioned if its an auto or a manual, if your clutch master or slave is shot and its not engaging, you won't be in neutral and maybe that's why you can't turn the key. Good luck
