My first thought would be ignition timing - what is your base timing set to? Also, I would check the function of your advance/retard mechanism by applying vacuum, then 10 psi of pressure (bike pump if mity-vac not available).
Also, is your wastegate arm still attached? I've seen odd boosting if the arm falls off...
How does it idle now? (I assume you got your cam timing "dead-nut"! :)
