The lock is just a solenoid with two leads. To lock, one side is grounded and the other gets 12 volts; to unlock, the leads are switched.
The central locking controller sends a 1 second pulse to lock or unlock. So if you bench test it, only apply current for about a second or so.
My guess is that something is either loose, or you have lost motion. However, the most common failure isn't the solenoid. All the solenoid does is move a little lever back and forth, the same thing the key lock does. Does the key lock work? Namely, can you unlock with the key and open the hatch? If so, suspect a misalignment in the mechanism. If the key DOESN'T work, it's a different issue. There is a linkage that goes from the release lever by the key, down to the latch itself at the base of the hatch. That linkage has a little plastic ball and socket joint that likes to come apart. Pop it back together, and you're in business. It *feels* like it hasn't unlocked, because there is no resistance when you pull the release lever - that's because there is no resistance from the (disconnected) latch.
