I suspect the mechanical valve timing is still out with respect to the crank. Get the flywheel to the timing marks and work around this to recheck your timing. The key to this whole ordeal is to remember the crank is the driving shaft and the cams are the driven shafts. Doing this wrong puts the slack in the chain to the wrong side. The side opposite the chain tensioner is to be under tension while you move the crank. Turning by the cams will fool you everytime. Being offset by one tooth on the cam sprockets may not look like much, but it makes a difference in the way the motor runs. Tell us how you make out. Good luck.
