It might be the seat belt/ignition warning relay - does your car make a buzz sound when you have the key in the ignition with the door open? Maybe a PO took out the relay to get rid of the sound? what's the number on the realy? The original buzzer realy in my '86 was made by Hella with SAAB part number 95 63 313. I changed mine out for a chime upgrade relay that I found on eBay. As far as I know, the other relays under the rear seat in an '86 would be the interior lighting time dealy relay and the realy for the automatic control for the windows.
The driving light/fog light relay is in the main fuse box under the hood.
