With the power OFF, you should NOT be able to blow into R. You should have flow from C to W.
Power ON, you should have flow from R to C. There will also be some flow to W.
It makes sense this way - power off is base boost. With R closed off, all the turbo pressure (C - charge) can flow to the wastegate (W). So the wastegate sees all the pressure, and opens sooner, reducing boost.
Power ON is full boost. Charge pressure can also flow to R (Return), so the pressure available to the wastegate is less. Therefore, it takes more total pressure (Boost) to get the wastegate actuator to move and reduce boost.
For the kind of pressure you can exert with your lungs, it should feel 100% blocked. People can't provide nearly as much pressure as a turbocharger.
