yes...sounds like a cracked windshield washer fluid reservoir or perhaps a leaking pressure valve(s) (there may be two 90s or one T on the newer cars). Or a washer line popped off a connector and is siphoning out.
As for loss of boost...yes, that bushing popping out of the intake manifold will surely do it! You're lucky the car ran at all with no vacuum! BTW, if something happens like this on the road and you have no vacuum and need to get home, you can shut off the engine and unplug the AMM connector and limp home...the system defaults to speed/throttle fuel settings and it will run/poorly.
Back to your bushing problem...best solution is to replace the bushing with new ones but failing that you can thoroughly degrease the bushing and epoxy it back in place. I'd try one of the new flexible (maybe gorilla glue? A polyurethane water-activated adhesive that is pretty tough!) epoxies. FWIW I had to replace the fitting/bushing on the top of the intake manifold...the one that has the hose that goes to the idle control motor (or maybe the pvc I forget) but the new service package has a brass fitting with a rubber bushing and Saab specifies epoxing the fitting in place.
