This happens because the foam behind the cloth deteriorates with age and time. Trying to glue it back, just adheres the cloth to deteriorating foam and leaves fugly glue stains.
The cheap, easy, and (to me) unsightly way is to use upholstry pins to hold up the sagging cloth.
Easier yet, but more expensive, is to take the car to an automotive upholstry shop to have the headliner cloth replaced. If you prefer to DIY, below is a link to the FAQ on DIYing it. I get my headliner cloth from sunshinefoam.com
