88 900 Convt. Top Fuse

I have reviewed every thread regarding non-op convrtible tops. I have two questions:
1. Are there 2 25 amp fuses in the engine compartment or only the one with the "Convertible Top Fuse" sticker above the right wheel?
2. How is that fuse connector supposed to be held closed? The two sides of mine are held closed with electrical tape and I suspect that there must be a clip or something that has broken off. Correct?
BTW, the symptoms are as follows. Top neither goes up or down. I removed the back seat and checked all connections and fuses. Fine. The motor actually made noise and pushed some fluid for about 2 seconds a few times but would only do so intermittantly. As it worked at all, I suspect that the e-brake switch is OK. Generally, I am only hearing clicking coming from the relays when I rock the switch back and forth.
I am very suspicious of the electrical-taped 25 amp fuse connector. I changed the fuse but I quetion whether the 2 sides of the fuse holder are really connected well enough.
Anyone ever just replace that fuse connector with a 25 amp fuse holder from Radio Shack (or comparable source)? Is there another inline fuse in the engine compartment that I am missing?
