I'm sorry to say that your mechanic's response makes little sense. Does he mean that the wiring harnesses are shot, and need replacement? That is not a simple task. The mid-80's 900 were know for cooking the harness where it ran over the muffler. $65 to replace the harnesses would be cheap.
If he just needs to run a new wire or two, that would be straightforward, but you'd have to know from where to where.
All that implies that he know what system isn't working right, and how to fix it. The other way to interpret his statement is that the APC needs modification in some way. That doesn't make sense - the stock system works fine.
You should ask the mechanic exactly what he intends to 'rewire', and why.
