Since things don't act up until you activate a certain circuit, there's a short circuit in the flexible plastic equivalent of a circuit board on the back of the instruments. You can start with a visual inspection of the back of the cluster by removing the driver's side speaker grille/defroster vent/cover, but aside from taking all the connectors off and checking for burnt or corroded or mangled contacts, the cluster's probably going to have to come out.
Since all hell breaks loose when you turn on your turn signal, try looking for shorts around the turn signal indicator bulb, as well as in the turn signal switch itself.
