As Justin VanAbrahams says, the UPS indicator isn't linked to the cruise control. I suspect the light isn't working either because the bulb in the panel is burned out or the switch is bad. You could check the fuse but if it's burned, there's a fault somewhere which caused it to fail.
The switch should be located on the right side of trans box near the clutch cover. The switch in my car was broken and trans oil was leaking from it so I replaced it with a plug & copper washer since I wasn't using the upshift feature anyway.... I removed that fuse in my car when I bought it twenty years ago.
Most causes for cruise control problems can be traced to bad vacuum lines either in the left front wheel well and/or under the dash at the pedals.
