It is normal to find a film of oil inside the intercooler. At a minimum, turbo bearing seals aren't perfect. Now, I wouldn't expect to see ounces of oil sloshing around in the bottom, but a bit of oil is normal. Especially if the intercooler has been sitting in the car for years, building up a little bit of oil at a time.
A larger intercooler may or may not produce any noticeable improvement. In a STOCK system, the turbo can provide plenty of boost. And the boost adjust is based on pressure downstream of the intercooler. Now, if your engine is hanging on the edge of knock and the APC is cutting back on boost, a larger intercooler may help.
Now, if you modify the engine for more boost, then a larger intercooler will help. You'll be running at higher boosts and higher airflows than stock, and probably hammering the engine harder. As with most performance improvements, just improving one item rarely provides much help. It requires a combination of things to really see a noticeable improvement.
