As with many DIY Saab repairs, I hesitate to say "it's fixed" with any sense of finality. ;-) But I did want to let Ari, Anders & others know where I'm at. I pried the cover off the pump relay took a look at the contacts. (Ari, mine were silver colored, not copper. Other than really low manufacturing volumes, I don't know why this thing should cost $70.)
The lower, fixed contact is convex shaped, while the upper, moving contact is concave. They were separated & in their normal resting positions. The overall surface appearance of both contacts didn't look too bad, & there were maybe four points of pitting. Using fine emery paper didn't seem to have much affect on the appearance of the lower one, & I wasn't very successful in getting the emery paper against the concave surface of the upper one. I then tried lightly dragging the end of a jeweler's file across the surface of the upper contact. That made a visible difference in the surface brightness of the contact, so I then lightly dragged the edge of the file across the lower contact to brighten it up. Basically, I tried to carefully move as much of the dull material as possible off both surfaces & smooth out the pitted areas.
I've made a few cautionary runs in the car, & so far everything's working great WRT the ABS system. The pump now starts instantly when I turn the key on, & stops immediately when I turn the key off. Kewl! I'm also now keenly attuned to the sound of the ABS pump, & can identify it turning on & off while driving in traffic. (I guess that's a bonus....??) Since it's a brake control part, if it goes south again I'll just replace it with a new one.
Now if only I could track down the source of my high idle....
