On my '89 non-turbo I used to get 12111 all the time, it's kind of a nuisance code. Check ALL the rubber grommets for the vacuum hoses at the intake manifold. They get old & hard, don't seal so good. Check the hoses for the AIC valve, make sure they're tight at both ends of each one.

The ELCD system is the charcoal canister behind/below the left turnsignal. There's a solenoid valve on top which should click open & shut during idle. On mine, the vacuum hose developed hairline cracks with age. Especially the little tapered rubber section down at the canister. Also check the hard plastic vacuum line for rubbing damage as it goes thru the inner fender. (Assuming '90 is the same as '89...)
