I have done this, also to an '86 notchback...

>>>1. With such a low boost, and a donor turbo off of a 83-84, would I need
>>>an intercooler? What about if I get a 16v turbo?

I would run the intercooler. It's not much trouble to do it.

>>>2. Best spots to tap into oil send/return.

Use the stock fittings and plumbing: oil comes from the block, beneath the intake manifold; return line goes to the base of the block, beneath the exhaust manifold. You'll need to pull out the plug in the hole (~3/4").

NOTE: If you use a water-cooled turbocharger, you're going to need to install a Turbo lower radiator hose, which has a small "appendage" for a water source.

>>>3. Fuel injection - Can I use my stock CFI or would I need to upgrade?

I wouldn't. The NA ECU is not designed for the Turbo, and I have wideband data showing it cannot run rich enough. Use a Turbo ECU, and Turbo injectors. Keep your NA 3 bar FPR -- it will give you a margin of safety when you are at wide open throttle (the only time it helps). BTW, I passed emissions with flying colors using this set-up. In effect, you are running 23 pounds per hour this way.

>>>Any and all help appreciated.

Couple other things. First, I strongly recommend that you have access to an *entire* donor car -- chasing down all the little bits at junkyards is a royal PITA. Using a donor makes it a piece of cake. (Remember, you're going to need an entire exhaust system, exhaust hanger, etc., and you'll want the oil cooler, filter mount, and lines.)

Second, with your '86 EZK timing, you have a distributor-based Hall sensor. Remove the stock distributor and instead use a Turbo distributor, which can mechanically reduce timing on boost. What you'll need to do is remove the vacuum capsule from the Turbo distributor and shim it with something that prevents the capsule from *advancing* the timing (because you're letting EZK do this). I ground down a washer and shoved it in above the notch. (Warning: If you have been searching this site and see info about "bending the stop" or some other DIY timing change: IGNORE IT -- that advice does NOT apply here.)

When you install the distributor, set your timing to 16* BTDC.

If you want an extra measure of safety, install an intake cam from an 86-93 Turbo. This cam has a little longer duration, which lowers dynamic compression ratio a little bit.

Test your throttle switch to ensure that the Wide Open Throttle position functions. If it's not working, the ECU will not be able to richen the mixture on boost.

If you run an APC along with the suggested changes above, you can safely run stock Turbo boost on your NA engine.

Last, be careful with the manifold studs -- I have never had good luck removing these things without breakage. Do yourself a favor and get new ones. Tighten down to less than spec torque. (I have broken eEuroparts' studs at less than spec torque.)

Have fun -- it's a satisfying project, and you'll never want to drive a car with a 9:1 Turbo engine again. :-)
