Back on the road...new noises, quick question

Just got my car back from getting a new crank seal. Went ahead and had them replace all the oil soaked belts while they were at it. Everything is working great, no more leaks, but now there is a strange whine that wasn't there before. It almost sounds like my non turbo has a turbo now. Can't hear it at idle but the noise spools up with rpm. I was thinking maybe it was just the new belts. I didn't see any obvious vacuum leaks and the idle is solid.
Also, I recently replaced the water pump, thermostat and fan switch. Thermo and fan switch are both of the 82 degree version. She runs just where I like around town or down country roads. Prolonged highway speeds(75-85mph) bring the temp gauge up to above the halfway mark. Is this the radiator? I mean, I assume it is since thats the last remaining thing I haven't replaced.
