Hi Roger,
if you are talking about the two brackets that hold the lower arm to the car, and if the bolt/stud has snapped off... there is a much easier way.
you mentioned you have a bracket ready to replace it... if it's the L shaped bracket with three studs in it (did you get the nuts too?) then this is what I did.
First on the car. With the bracket removed (you don't have to remove the arm unless you want to) I got a small floor jack, a block of a 2x4, and a long bolt about the same size as the snapped off stud. Drill a hole in the 2x4 so that the bolt goes through it, position the 2x4 with the bolt in it on the floor jack, place the upper end under the stud, slowly jack this up... you should eventually hear a twang... the stud has been forced out.
Second, take the new bracket, get a socket that will fit over the end of the stud that is almost flush with the bracket. take to a vice, put the socket over the end against the bracket, put the whole thing in the vice, socket on one jaw, point of the threaded stud on the other. crank. you should be able to push the stud out of the bracket.
Third, take the newly liberated stud and put it in where the broken one came from. It will seat as you torque the nut onto the end of it.
It works, let me know if you have any questions.
PS - why go to all of this trouble? you can't get the L bracket with the studs in it into place because there is a frame rail directly above it. You have to take all of the studs out to remove the bracket, and hence take all of the studs out to put the new bracket in. Just replace any of the studs that are broken or suspect, and keep the rest for spares.
