If the FPR is actually ruptured, there won't be any fuel pressure. Don't forget to use two wrenches to remove the line from the fuel rail so you don't bend or break anything, at least loosen this connection first. If the lower (return) line is difficult to remove, pull everything else first and lift it up with the regulator to get better access. You can leave the mount on the car if you've got a large enough crescent wrench to remove the lower nut from the regulator. Otherwise, loosen the mounting bolts for the bracket a bit at a time with an open ended wrench where neccessary.
The point is, you don't need a whole lot of tools and the job is no different sitting on the side of the road than it is in a garage or driveway. So might as well save a tow if your capable of doing it yourself.
