I'm no expert, but I've had my problems with Saab speedos. If your odo has stopped working, that indicates that one and/or two plastic gears in the speedo are slipping on their respective shafts. One plastic gear is outside the number wheels cluster, and is the most common one to slip. It can be DIY repair, with either a new gear or fastening the gear to the shaft with glue or, as I have done before, drilling a small hole through the gear and shaft and putting a tiny pin in to hold it on. This works the best. The second gear that can slip is inside the wheels cluster, and is beyond the ability of the average DIY to do; I have done it successfully, it is a major PITA, as the whole speedo must come apart and be reassembled.
If your needle is bouncing around wildly while driving, that usually means the cable is binding in some way in it's sheath. Check for binding, replace the entire cable, or lube the old cable with lightweight oil. The speedo drive in the differential can be binding in some way, too, but I've had no experience with that.
Now for the bad news: for any of these repairs to be made, the dash MUST come out!
You can replace the speedo with a used unit, but there is a risk that whatever you install is may go bad if not already. Speedo shops usually charge $75-125 range to repair. VDO guages with 2 gears to replace cost in the upper part of that range. Prices vary according to each shop.
