You are talking about a bare block, yes? Just use engine paint from any parts store.
To prep, degrease and clean the heck out of the block. Cover the cylinder walls and bearing surfaces with WD40 to prevent rust.
Take a wire brush to old, flaking paint, rough up any existing paint still in good condition (it's not worth stripping), mask the deck and any other gasket mating surfaces. I cover any holes into which bolts must go, too. Then spray. If necessary, chase the bolt holes with a tap while you're at it.
Powder coating is overkill, and sandblasting is, too (unless you've got a booth right there at home, in which case, it's probably kinda convenient). But I imagine you'd have to be pretty careful about keeping blasting media out of the engine -- blow everything out well with compressed air. Drill + wire brush worked pretty darn well for me...
