The nipple on the valve cover is part of the PCV (Positive crankcase ventilation) system. Depending on the year and model, there may be one or two hoses connected to it. The thick one (the one you replaced) is always preset and it goes to the air-intake. The second one (the one may or may not be there) is a thin hose that looks like a vacuum hose. It goes to the throttle body via a check valve. There is a "positive" pressure coming out of this nipple, the pressure comes from the blow-by through the cylinder rings into the crankcase (thus the name). If plugged up, the pressure built-up is strong enough to blow the head gasket. What comes out is a mixture of the blow-by and oil vapor.
It is not possible for your 88, or any 88, to draw a vacuum at this nipple.
