These are fairly simple problems, except for the airbag. I'm guessing that your steering wheel has a bad u-joint in it. In any case, if you've spent $3500, you'd better find a better mechanic. Even if I owned a Ford, I wouldn't take it to anyone but a Ford specialist.
A good Saab specialist will have the tester necessary for the airbag system. Same for the ABS brake master cylinder, which was also used on the Buick Reatta and probably some other cars.
If your battery dies after 2 alternators and 3 batteries, your mechanic simply needs to put a $5 volt-ohmeter with ammeter function in line with the positive terminal on the battery and begin removing fuses until he finds the one that is drawing too much current. In my case the radio circuit was drawing more than half an amp. Turns out the electric antenna (made in japan) was faulty. This is a good do-it-yourself item if you are so inclined.
