It's not easy to determine if a pump is bad or not and it might take a trained eye to see if something is out of the ordinary by looking at the pump gear and housing.

It may be that the rest of the engine is worn out and the oil pressure is bled out everywhere?

Do you know if the two dowel pins are still there centering the oil pump cover to timing cover?

Without the dowel pins, the oil pump cover can be off a little creating low oil pressure.

In around 82, Saab drilled the holes for dowel pins a little bit off so they came out with a bulletin to remove the pins and use a special tool to center the oil pump housing to engine cover.

Some mechanics read the bulletin as Satan reads the bible and decided to remove the dowel pins on far more years than what was included in the bulletin.

So if the oil pump housing is installed again without the dowel pins and without using the centering tool, you might get a reduced oil pressure.
