Need to put the cost up against your budget.
1. Does the top work? you can always tape up the holes first. I have seen $300~$350 for a new top on eBay, but you need to install it yourself. A shop can do it for $1500, parts and labor.
2. A/C, where do you live? Northern california, do without A/C. Southern California, the cost varies from a Freon charge (I doubt it, if it is that simple, why did the owner not do it?) to say $1,500 max.
3. Steering, what is the problem? need a new rack or just a hose?
4. Hard brake pedal, don't understand it.
Back to your question, I'd say $2,500.
