Are you sure your mechanic is putting in the correct relay? My 83 has a "double wide" relay that spans two relay sockets and has 5 or 6 lugs.
If he's trying to substitute a smaller one then that could be a potential problem.
I'm assuming you've checked the fuse to make sure it hasn't been substituted with a higher amperage one...that could be an indicator of previous problems and maybe a failing fuel pump.
It is possible to open those relays and inspect. I'm running one I opened, polished the contacts, and resealed with silicone. (I do have a spare I'm keeping for the inevitable re-failure...but I'm kind of curious to see just how long it will run.)
To the other poster who asked about jumpering the relay, Bentley gives a good description of it in a troubleshooting procedure. In essence, remove the relay and place a jumper wire between the two appropriate terminals in the empty socket. They will be the ones with the fattest associated wires and opposite from each other. I keep a 4" wire with spade lugs attached in my glove box for just such a purpose. Ironically, a 94 Jag XJ6 I recently bought had a handy relay jumper wire included in some bits in the boot...when I saw it I knew exactly what it was for and had to smile.
