You probably do not have +12VDC up to the thermo switch. A volt meter reading from the thermo switch input to the car body will confirm this.
If voltage is not there then go to the time delay off relay and try to read the voltage here. It has two large yellow and yellow w/white stripe wires which are the power wires. The yellow wire runs to the thermo switch. The yellow with white stripe wire comes from fuse #25 which is always powered with +12VDC, car running or not. Fuse #22 powers the time delay relay on when the car is running and closes the relay contacts to power the thermo switch. When the car stops, the relay contacts do not open right away but remain closed for a time which allows the fan to work for a short time to cool the engine down. If there is +12VDC at the fuses then I would suggest electrically jumping out the time delay relay since they are known to go bad and as many have done.
