Another set of things to look at are the rubber boots that connect the turbo ducts together. Look for loose hose clamps and boots with splits. If you have a lot of oil leakage around the turbo, there's always the possibility that the rubber piece that holds the turbo bypass valve has lost its integrity or that the stock plastic clamp that secures the bypass valve to the boot has become brittle and fallen off.
What does your boost gauge do as you drive?
When was your last tune-up - caps, rotor, plugs, etc. ?
Of course, there's always the possibility that the AMM has gone wonky. If you know somebody with an '88 turbo or an '87 or earlier 16-valve who would be willing to let you try their AMM. If you do this, make absolutely sure that the number stamped in the top ends with 005. If it ends with any other number, like 011 or 013, DO NOT try it as it will either damage your ECU or the AMM.
BTW, if you find that you need to replace any of the vacuum hoses, replace them all. After a decade or so of underhood turbo heat they dry out and develop all sorts of checking that, even if the hose looks good, replace it on general principles. Bitter experience chasing down intermittent vacuum leaks has taught many of us who frequent the C900 board that lesson.
Do any of the vacuum nipples pull out of the rubber bushinge easily? If they do, replace the bushing. Site sponsors have them at reasonable prices.
