The washer is a shim and it appears the pin needs screwed back into the hood...it might not be in the proper position to be grabbed by the catch. Might be a good idea to remove the grille before messing with the pin/adjustment, just in case it doesn't want to open from inside the cabin afterwards. You can easily open the hood with the grille removed to make further adjustments.
Also wouldn't be a bad idea to spray lube the catch < the part bolted to the radiator core support. It may be rusted and not closing all the way.
